Environmental, social, and population resettlement technical assistance for the development of the "Compact II" program.

Since the start of the project in 2016, Antea Group has provided MCC with a team consisting of various experts who have been available and ready for missions within a few days’ notice. Antea Group’s technical assistance has namely enabled MCC to ensure that projects comply with local regulations and with the IFC’s performance standards, that all permits are obtained before the construction phase, and that the main risks or impacts are identified and properly managed.

The Challenge

Millennium Challenge Corporation (MCC) and the Royal Government of Morocco have concluded a second “Compact II” program, a cooperation program aimed at reducing poverty in Morocco through economic growth. This $450 M USD program comprises two main projects:

  • An education and training project for employability, aiming at increasing the employability and the employment rate of young Moroccans by improving the quality and relevancy of secondary education;
  • A land productivity project, aiming at increasing agricultural productivity and investment in Morocco enabling rural and industrial markets to better meet investor demand, as well as modernizing the legal, regulatory and procedural framework related to land and property. This involved 2 components:
    • An agricultural component: privatization of collective agricultural land (‘Melkisation’)
    • An industrial component:  development of PPP for two industrial areas including upgrading works of the existing infrastructures and support for infrastructure development in 9 industrial zones

Antea Group in Action

Since 2015 Antea Group has evaluated the environmental and social risks of the projects selected by MCC by assessing compliance or addressing gaps with local regulation, IFC performance standards, and MCC guidelines. For example, detailed assessments of soil and groundwater contamination were conducted in targeted existing industrial areas.

In 2016, Antea Group was selected to supervise environmental & social opportunities under the Compact II program. The technical assistance provided by Antea Group to MCC teams based in the United States and Morocco included:

  • Environmental and Social Management System
  • Environmental and Social Impact Assessment
  • Land procurement and population resettlement, livelihood restauration
  • Social evaluation and stakeholder engagement
  • HSE works supervision and reporting
  • Hazardous substances management, contaminated soil diagnosis and remediation
  • Climate Change & Greenhouse Gas Emissions (GHG)
  • Industrial waste management
  • Industrial effluent treatment (plant design, works & commissioning supervision)
  • Industrial risk assessment
  • E&S guidelines for PPP
