Over the past 10 years, the Agence Française de Développement and the European Union have been supporting the Republic of Djibouti in the implementation of its waste management policy.
The closure of the Douda landfill in 2019 due to saturation has led to the establishment of an informal landfill on the Chabelley site, creating significant environmental and social issues and threatening the efforts made in recent years.
The construction of a new landfill is therefore a priority in order to bring the informal landfill of Chebelley to closure as it is currently a source of negative environmental and social impacts.
Solution
The expertise team of Antea Group was involved to:
Prepare a preliminary design based on geotechnical and topographical studies and investigations.
Carry out a Detailed Design study, dimensioning and costing of waste treatment facilities (landfill, leachates and biogas management, auxiliary infrastructure).
Assessing the suitability of a Design-Build-Operate (DBO) contract.
Carrying out the E&S studies according to AFD and international standards (SFI):
Environmental and Social Impact Assessment (ESIA including ESMP),
Livelihood Restoration Plan,
Gender study and Gender Action Plan,
Climate co-benefits (mitigation and adaptation to climate change) including the production of a carbon footprint.
