Environmental Due Diligence of a Oil & Gas portfolio in Kenya, Uganda, Tanzania

Environmental liability assessment of 118 oil & gas facilities spread over three countries within a short timeframe

A major Oil & Gas Company wished to acquire a large portfolio of facilities in East Africa including:

  • Terminals (3) and Depots (2);
  • Service Stations (106) and Passive Depots (7).

The transaction process includes the completion of an Environmental Due Diligence (EDD) aiming at:

  • Getting the Environmental baseline of all GAPCO sites in Kenya, Uganda & Tanzania (Phase 1 – Preliminary studies);
  • Based on the baseline results, identifying potential environmental risks and conducting complementary investigations to highlight potential health risks and delineate required remediation measures (Phase 2 – Detailed investigations).

Challenge

More than 35 experienced staff from Antea Group were involved in the project in order to:

  • Respect the limited timeframe (12 months) to complete the project
  • Ensure high EHS and QA/QC management and provide homogeneous & high-quality deliverables

To support field data acquisition and interpretation, software was developed by Antea Group in order to:

  • Collect EHS related data on a daily basis
  • Collect and cross-check field and laboratory data
  • Automatically edit relevant tables, graphs and cartography

Solution

The Environmental Due Diligence was completed by providing the following services:

  • Desktop review & environmental site visit;
  • Site investigations including soil gas sampling, soil sampling, monitoring well implementation and groundwater sampling;
  • Laboratory analysis;
  • Preparation of the Preliminary Environmental report including a Conceptual Site Model (CSM) and preparation of the Detailed Environmental Report including a Risk Based Corrective Action (RBCA) Assessment and a Remediation Options Appraisal (ROA) and Remediation Scheme;
  • Preparation and implementation of all relevant project management documents (EHS, QA/QC management plan).
